Likely causes

• You already created an identity for this user or tenant. externalId is unique per workspace.

How to fix

1. Use the existing identity: fetch it with identities.getIdentity, or change its meta or rate limits with identities.updateIdentity.
2. To attach keys to it, pass its externalId on keys.createKey.
