Likely causes

• You called deployments.stopDeployment again before the first stop finished. A stop takes effect right away, but the status only reads stopped once the last instance has shut down.

How to fix

1. Nothing to do: the first stop is already in progress. Poll deployments.getDeployment until the status reads stopped.
2. If you want the deployment back, call deployments.startDeployment. You don’t have to wait for the stop to finish.
