Likely causes

• You rolled back to the deployment that’s already current. That’s always rejected, because there’s nothing to change.
• You promoted the deployment that’s already current. The one exception: after a rollback, promoting the current deployment confirms the rollback and is allowed.

How to fix

1. Check which deployment is current with apps.getApp or deployments.listDeployments before you promote.
2. If you meant to redeploy, use deployments.createDeployment instead.
